Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a analysis released ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the stances of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be keenly observed across the continent for the showing of the Freedom party.

The far-right party of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
