Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are issued from different nations. Significant resources is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "resolution".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from across the border, a capacity enabled by current data. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons flew past – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes sober acceptance: possibly the hostile projectile won't strike its target this time, sparing the city from devastation and another blackout.
Ongoing Risks
Not long after, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, devastation and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a dependence that European nations are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, continue.
Political Considerations
It is tempting to accuse particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a total frontline collapse until situations evolve in its favour.
Existing Situation
Factually, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
